To maintain the domestic air quality and implement domestic vehicle management, it is necessary to verify and confirm that the vehicles meet the MOENV's new vehicle control measures before going to the traffic supervision unit for licensing matters.

Motor vehicle importers or manufacturers should obtain a vehicle model certificate or a vehicle-by-vehicle qualification certificate before applying to the central competent authority for verification and seal of approval.

Application for certification and authorization, the vehicle importer or manufacturer shall submit the following electronic documents through network transmission to the central competent authority:

• Vehicle model compliance Verification or Individual Vehicle Compliance Verification.
• Import and commodities tax payment (exemption) certificate (herein referred to as tax payment (exemption) certificate) issued by customs. Such documents are not required for domestic manufacturer.
• Other documents designated by the central competent authority.
