Background

In accordance with Article 16 of the Air Pollution Control Act, the air pollution control fees of mobile pollution sources are collected from the fuels vendors or importers and calculated according to the type and volume for each individual fuel type of each month.

Before the fifteenth day of each month, fuel vendors or importers shall fill out the air pollution control fees report form and payment form based on the format determined by the central competent authority, pay the air pollution control fees for the previous month to the financial institution account designated by the central competent authority and make a filing with the central competent authority via the Internet.

The rate of air pollution control fees (hereinafter referred to as "air pollution rate") for gasoline is NT 0.3 dollars per liter; the air pollution rate for diesel is NT 0.4 dollars per liter. For the implementation of air pollution control fees of mobile pollution sources, the work items set by the MOENV are as follows:

Item 1:Green energy promotion fees

• Integrate cross-departmental resources to promote green transportation.
• Replace old official vehicles with electric vehicles or hybrid vehicles, and promote the sharing of electric official vehicles.
• Part of the funds or matching funds are allocated to replacing garbage trucks or resource recycling trucks with hybrid vehicles or electric vehicles.

Item 2:High pollution management

• The cost of encouraging the public to use public transportation system or public bicycles in poor air quality season.
• Rewarding the public for reporting high pollution vehicles.
• Integrating license plate identification and camera system to notify and test high pollution vehicles, including diesel vehicles and motorcycles.

Item 3: Environmental greening

• Promote the repair or equipment maintenance of diesel vehicle chassis dynamometer at an exhaust detection station, expand (or newly add) periodic inspections.
• Establish and maintain the green wall.

Item 4: Replacement of old vehicles

• Help promote awareness of replacing high pollution vehicles (such as large diesel vehicles, two-stroke motorcycles) to replace old ones with low pollution vehicles (e.g., electric motorcycles), subsidy review, etc., except for additional subsidies.
