Pollutants emitted by motor vehicles not only seriously affect air quality, but also cause harm to people's health. In order to reduce air pollution caused by motor vehicles, the authority must be control the exhaust emission of these vehicles
- A. Air Emission Standards
In order to effectively control the emission of mobile sources, air emission standards need to be stipulated on which vehicle manufacturers or importers can manufacture or import vehicles that meet emission standards for the purpose of maintaining the air quality.
The air emission standards of mobile source in Taiwan are based on the international emission standards of major countries and are in line with international regulations.
- B. New vehicle certification
The new vehicle certification system is to examine and certifies the emission pollution of the vehicles before they are on the market, so as to ensure that the vehicle manufacturer or importer can design, manufacture and sell vehicles that meet the emission standards.
Vehicles need to carry out exhaust emissions, evaporative emissions, durability testing, OBD testing and other regulatory tests in technical services approved by the competent authorities, and obtain a qualified report if pass the test. The vehicle manufacturers or importers may apply to the competent authorities for type-approval. After examination and approval and obtain a certificate of conformity, they could manufacture or import the vehicle, and ensure that during the guarantee period or mileage, the vehicle's pollution emissions can meet emission standards.
- C. New vehicle audit
In order to verify if the mass production manufactured or imported vehicles that the vehicle manufacturer or importer, according to the certificate of conformity, could meet emission standards, the competent authorities may randomly carry out a nonscheduled new vehicle audit to the vehicle manufacturer or importer. The audited vehicles will be conveyed to the assigned technical services by the competent authorities to carry out relevant tests to check whether the vehicles can meet emission standards.
- D. Conformity of production
The vehicle manufacturers or importers also require to carry out quality consistency management for their manufactured or imported mass production vehicles. They randomly select vehicles for relevant testing in accordance with the proportion prescribed in the regulations, and prove that the vehicles meet emission standards.
- E. In-use vehicle investigation
In order to verify if the mass production manufactured or imported vehicles that the vehicle manufacturer or importer, according to the certificate of conformity, could meet emission standards during the guarantee period or mileage, the competent authorities may conduct an in-use vehicle investigation. The competent authorities select the in-use vehicles during the guarantee period or mileage, and send the investigated vehicles to the assigned technical services by the competent authorities to carry out relevant tests to check whether the vehicles can meet emission standards.
- F. Recall program
For vehicles manufactured or imported in mass production in accordance with the certificate of conformity, if the competent authorities affirms that there is a non-compliance with emission standards at the stage of new vehicle audit, conformity of production, in-use vehicle investigation, etc., or if the vehicle manufacturer or importer discovers that their vehicles have non-compliance with emission standards due to defective design or manufacturing. The vehicle manufacturer or importer shall carry out a recall program and correct the vehicles to comply with the emission standards.
